Allow parents to give drivers ed training

To establish that driver education instruction given by a parent or guardian to an child under age 18 qualifies as sufficient to make the youth eligible for a graduated drivers license if the instruction meets the same educational requirements as a driver education course provided by a licensed driver training school. The bill authorizes the promulgation of administrative rules for verifying this.
