To allow “<a href="http://www.michiganvotes.org/2005-HB-5047">21st Century Jobs Fund</a>” money disbursed under the “venture capital investment program” component of that multi-faceted business subsidy program to go to venture capital funds that subcontract a business development office in the state to another firm. Under current law they have to run the office themselves.
