Increase child care facility licensure requirements

To require applicants for a license to open or to renew the license of a child care facility (including the owners, directors and managers of the facility) to not have been convicted of any felonies or serious misdemeanors in the last 15 or 10 years, or violations of the administrative rules defining “good moral character” of applicants.
