To establish mandatory conditions that must be met for an individual to be released on parole, including a three-year history of no drug use, a plan for drug or alcohol treatment while on parole, a mental health treatment plan (where appropriate), a specific and detailed plan for employment for which the individual has the right job skills, and individuals such as family, clergy or counselors in the community who can provide assistance.
