To shorten to 15 years the amount of time a prisoner convicted of manufacturing, delivering or possessing serious narcotics or cocaine under the state's repealed "lifer law" must serve before becoming eligible for parole. The bill also requires parole reconsideration every 30 months for these prisoners after they have served 15 years.
