To authorize a one time “amnesty” that would allow individuals with delinquent “driver responsibility fee” (“bad driver tax”) liabilities to clear their record by paying 75 percent of the amount of the fees, and waiving any sanctions for previous non-payment. Also to eliminate some but not all of these fees or taxes.
