To memorialize the United States Congress to enact the Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act (Youth PROMISE Act, H.R. 3846); to provide for evidence-based and promising practices related to juvenile delinquency and criminal street gang activity prevention and intervention; and to help build individual, family, and community strength to ensure that our youth lead productive, law-abiding, addiction- and gang-free lives.
