Expedite sentence commutation hearings for terminally ill prisoners

To expedite sentence commutation hearings for prisoners based on physical or mental incapacity or for those who are terminally ill. Specifically, public hearings that are generally required for sentence commutations would be waived if the prisoner is deemed to have less than six months to live, and the time frames for various steps in the processes would be shortened.
