To mandate that owners of homes and other structures in "urban core city" that have been vacant for 30 days to pay a $100 fee and register the property with the Michigan State Housing Development Authority (MSHDA). MSHDA would be given new powers to force owners and local building authories to remediate dangerous buildings, or else do it with state money.
