Authorize biofuel tax breaks

To give a $5 per dry ton non-refundable income tax credit to a taxpayer who taxpayer that collects, handles, packages, sorts, prepares, dries, densifies, or stores biomass to for conversion into biofuels, bioenergy, or bioproducts, up to a maximum of $25,000 annually.
