Revise special tool lien law

To revise the “<a href="http://www.michiganvotes.org/2002-HB-5993">special tool lien law</a>” that clarifies who has ownership rights in tools, dies, jigs, gauges, gauging fixtures, special machinery, cutting tools, or metal castings manufactured by a special tool builder, to establish that a toolmaker prevailing in a dispute over a tool would have a right to “immediate” possession of the tool.
