Revise local and county solid waste plan law

To require counties to impose comprehensive solid waste reduction programs that may include “enforceable provisions” to reduce the amount of waste. Also, to require recycled material processors to submit detailed reports on amount of each type of material it receives, which county, state or county the material came from, and more. Counties would also be required to submit more detailed reports to the state on solid waste generated, recycled or composted in the county.
