To create a state Office of Public Insurance Counsel that would "act as an advocate of positions that are most advantageous to a substantial number of insurance consumers as determined by the public counsel." It would do so when the state insurance commission is considering whether insurance rates are "excessive, inadequate, or unfairly discriminatory." The office would also create a consumer "bill of rights" appropriate for each type of regulated insurance, and the state insurance commission would be required to adopt this.
