To prohibit first-year drivers under age 18 from having more than one passenger in the car who is a minor unless accompanied by a parent or guardian, except for driving to school. Also, except for going to work, to ban these drivers from driving after 10 p.m. and before 5 a.m. (currently the ban is midnight to 5).
