Transfer wetlands enforcement to federal government

To no longer use state agencies (and money) to enforce the wetland land use regulations required by federal law, but instead leave this to federal authorities to enforce. Michigan is one of just two states that uses their own resources to enforce these federal regulations. The bill would prohibit the Michigan Department of Environmental Quality from accepting a federal contract to administer the program.
