To establish that a local government may designate a Community Housing Development Organization (such as ACORN) to be the “citizens district council” required under the state local “economic development corporations” law that gives a municipality the power to borrow or acquire money in other ways to subsidize particular businesses, grant certain selective tax breaks, and engage in related activities. Under current law the council must "to the maximum extent possible (be) representative of the residents and other persons with a demonstrable and substantial interest in the area".
