To expand the “net metering” provisions in the <a href="http://www.michiganvotes.org/2008-SB-213">2008 law</a> that imposed “renewable energy” mandates on utilities, so that the utilities would have to pay for larger quantities of energy generated by alternative energy systems at schools or government buildings, or by livestock waste methane generators on farms. “Net metering” plans mandate that utilities must pay for small amounts of electricity generated by a customer, which is fed back into the power grid. “Expanded capacity net metering” mandates payments for larger quantities.
