Lower unemployment premiums during road closures

To not include unemployment insurance benefits paid to a worker who is laid off because a temporary road closure limits access to a business when calculating how high an insurance premium the firm should be charged. Under Michigan’s unemployment mandatory insurance law employers pay premiums based on their layoff experience.
