Revise identity theft procedures

To revise the <a href="http://www.michiganvotes.org/2004-SB-1384">2004 law</a> establishing that a victim of identity theft is entitled to a police report from a law enforcement agency in a jurisdiction where the alleged violation may be prosecuted, so that it also refers to additional identity theft crime statutes that would trigger this right.
