Authorize local police and “community center” property tax

To allow local governments to levy “special assessments” to pay for debt incurred to build a “community center” (such as a proposed Frankenmuth recreation center) or for public safety expenses. The tax would be levied on a per-parcel flat rate basis. A vote of the people would be required.
