Revise criminal record expungments

To eliminate restrictions on the number of criminal convictions a person may petition to have expunged (cleared) from his or her record, and allow expungement for very serious crimes that under current may not be removed from the record. Under the bill the only restriction would be that a person would have to wait five years after sentencing or three years after being released from prison, whichever occurs later.
