Ban campaign finance scofflaws from running for office

To prohibit a candidate for office who has not filed or paid all required campaign finance statements, reports, late filing fees, and fines, and whose fees and fines have been unpaid for more than 12 months, from running for any public office until all the papers have been filed and amounts paid.
