To prohibit a candidate for office or a candidate committee treasurer whose campaign has not filed or paid all required campaign finance statements, reports, late filing fees, and fines, and whose fees and fines have been unpaid for more than 12 months, from serving as a campaign committee treasurer until all the papers have been filed and amounts paid.
