To revise the definition of “skill” (versus chance) in a state law that regulates carnival or vending machine games where winning requires the application of skill by a player, and winners get noncash prizes, toys, novelties, or coupons redeemable for these. The bill also would ban redeeming for coupons for cash, gift cards, lottery tickets, other game of chance plays, alcohol, guns, or cigarettes.
