Revise allocation of road tax to local bus systems

To eliminate a provision that prescribes what percentage of the cost of a new local transit agency the state will pay, and give discretion to the Department of Transportation to allocate this road tax money to various bus systems, “light rail” systems, etc. Also, to require that at least $50 million in road tax revenues each year be given to these new transit services.
