To establish a graduated post-retirement health insurance for legislators elected starting in 2008, in which the size of the benefit depends on how many years they were on the government payroll. Under current law, after six years in office, former legislators get full post-retirement health insurance benefits starting at age 55. This would be raised to age 60, and the maximum benefit after 14 years in office be 70 percent of the cost of the insurance.
