To change the Proposal A school district funding formula so that districts where 6-mill state school property tax payments exceed the amount the district gets back in foundation grant money would get paid the difference. The bill does not specify where under this formula the money would come from to provide foundation grants to districts whose property aggregate state school tax payments are less than what they get back under the minimum per pupil foundation grant.
