To revise the terms of a state land transfer to Michigan University so that it can expand a "Business Technology and Research Park" on the Parkview Campus. Also, to repeal the reversion clause to the State Tuberculosis Sanitarium deeded to WMU in 1978, which would allow the university and the city to use it for purposes like public housing; and deed the former Kalamazoo Regional Psychiatric Hospital to WMU.
