To require the “PA 312” binding arbitration panels that have the power to impose contract terms between municipalities and public safety unions in the event of a collective bargaining impasse to consider the interests and welfare of the public and the financial ability of the community to pay when making their determinations. They would not be allowed to consider the ability to raise taxes, but only the financial impact on the community of any award; all the local government’s liabilities, whether or not they appear on the balance sheet; the financial climate; and the obligation not to engage in deficit spending.
