To extend for another two years the power of the Public Service Commission to levy regulatory fees on video service providers (cable TV or TV through phone lines) under a <a href="http://www.michiganvotes.org/2006-HB-6456">2006 law</a> that limited the ability of local governments to grant cable TV monopolies.
