Mandate disclosure of school spending instruction percentages

To require school districts to annually report to the Department of Education the percentage of their operations budgets that is actually spent on instruction (rather than administration or other functions), and require the department to post this on the internet. “Instruction” is broadly defined, using a U.S. Department of Education standard.
