Exempt taser lawsuits from on-economic damages cap

To create an exception to the $500,000 cap on non-economic damages (“punitive damages”) in lawsuits (established in a 1995 tort reform law) for injuries or deaths caused by “taser” electro-muscular disruption devices which are prohibited in Michigan except for police.
