Impose large retailer special sale regulations

To impose new regulations on large retailers that hold special sales that may attract large pre-opening crowds. The stores would be required to have staff with crowd control training monitoring the lines before opening, including looking out for potentially disruptive customers, have written policies for who gets limited quantities of sale items, and more.
