Restrict setting auto insurance rates by location

To prohibit auto insurance companies from setting prices on the basis of where a person lives and garages their car (“territorial ratings”) if the premium price difference is more than 2 percent between one territory and another, notwithstanding much greater different actual claims experience differentials in different geographical areas.
