Authorize federal “Race to the Top” education grant changes

To revise the per pupil funding allocation to some charter schools to include a special education student factor; provide for connecting individual teachers with student performance data; revise the starting age for kindergarten; and revise funding provisions for full-day kindergarten. Many of these changes are related to making Michigan eligible for federal “Race to the Top” grants.
