To require the “revenue target” meetings that may be held by members the legislative leadership in the House and Senate, appropriations committee chairs or members, members of the administration, etc., to be subject to the Open Meetings Act, meaning they would be open to the public. These meetings are the ones at which it is decided how much can be appropriated under each state department’s budget; the appropriations committees allocate the “target” amount among various programs in meetings that are open to the public.
