To require that a vehicle impounded by police under the state Vehicle Code must be returned within seven days if the owner is not charged with a crime, is found innocent, or is found not liable for a civil infraction. The owner could not be assessed any impound or forfeiture fees in these cases. See also House Bills 5725 to 5730.
