To place before voters in the next general election a Constitutional amendment to require the legislature to pass and send to the governor the appropriation bills for the fiscal year that begins on Oct. 1 no later than July 1, and to forfeit their pay for each day after July 1 without a budget. The school aid budget deadline would be May 15.
