To place before voters in the next general election a Constitutional amendment to require the legislature to pass and send to the governor the appropriation bills for the fiscal year that begins on Oct. 1 and the succeeding fiscal year no later than May 15, and to forfeit their pay for each day after May 15 without a budget.
