Earmark some sales tax revenue to road spending

To place before voters in the next general election a Constitutional amendment to increase the portion of sales tax revenue that goes to local revenue sharing, and dedicate a fixed portion of sales tax revenue (4 percent of it) to road construction, maintenance and repair.
