To authorize (but not require) four “low cost auto insurance” pilot programs for drivers of low to moderate income with good records who own cars worth less than $20,000. Premiums could not be more than $600 annually, and the policy would still mandate the unlimited personal injury protection required under Michigan’s no-fault insurance law. The bill does not specify the means by which $600 rates would be offered that covered the cost of the insurance plans.
