To require ballot issue campaign committees to file annual campaign finance disclosure statements by January 25 with a closing date of December 31 of the previous year, April 25 with a closing date of March 31, July 25 with a closing date of June 30, and October 25 with a closing date of September 30. This in addition to an existing pre-election statement by the 11th day before the election (with a closing date of 16 days before the election), April 10 with a closing date of March 31, July 10 with a closing date of June 30, and October 10 with a closing date of September 30.
