Impose restrictions on utility shutoff for nonpayment

To give the state Public Service Commission the authority to order a utility that to repay any costs incurred by a service recipient if the utility fails to comply with restrictions and regulations proposed by Senate Bills 320, and 326 to 331, on shutting off the service of a customer who hasn’t paid his or her bills.
