Revise special tool builder's lien law

To revise the law that provides special tool builders with a lien on the tools they make, in the amount owed to them by a customer, so as to make unenforceable any contract provision that waives a special tool builder’s rights, and establish that a special tool builder’s lien attaches from the moment the tool is delivered.
