The money would not come from a state "Land Survey and Remonumentation Fund" created for projects like this, and funded by a fee imposed on recording deeds (originally $2 per deed, but increased to $4 by <a href="http://www.michiganvotes.org/2002-HB-6490">House Bill 6490 of 2002</a>). That's in part because the fund was depleted in a "fund raid" by the legislature for <a href="http://www.michiganvotes.org/2006-SB-959">$15 million in 2006</a> to avoid spending cuts and reforms.
