Establish enhanced penalty for assault on elderly

To authorize enhanced penalties of up to five years in prison and a $5,000 fine for aggravated assault against a person age 80 or older. These penalties would be on top of those for the underlying offence. Aggravated assault is considered assault with a gun, revolver, pistol, knife, iron bar, club, brass knuckles, or other dangerous weapon, but without intending to commit murder or to inflict great bodily harm.
