Require notification of suspended license over “bad driver fees”

To require the Secretary of State to notify a person in writing whose drivers license is being suspended because of failure to pay the penalties imposed by the <a href="http://www.michiganvotes.org/2003-SB-509">”driver responsibility fees</a> or “bad driver tax” law, which are tacked on to various traffic violations and paid to the state (rather than a court). This tax was adopted in 2003 to raise revenue so as avoid spending cuts in that year’s and subsequent state government budgets.
