Exempt certain in-state vendors from state lowest bid requirement

To require state contracts to be awarded to in-state vendors who are not the lowest bidder over out-of-state vendors, if the in-state vendor is the second-lowest bidder, with a bid not more than 10 percent above the lowest bid.
