Authorize certain charter school “lottery” exceptions

To allow a student in a charter school to transfer to another charter school without having to participate in the "lottery" by which students on the school's waiting list are admitted (most charter schools have more students who want to attend than space for them). The bill would also allow a sibling of a student in a charter school to get in without going through the lottery.
