To increase the “Michigan Medicaid Quality Assurance Assessment” (MMQAA) bed tax on hospitals to the maximum allowed by federal rules. The MMQAA is a bed tax or fee on health care providers that is used to generate more federal Medicaid matching funds, resulting in a net gain for health care providers with relatively more Medicaid patients and a loss for those with fewer.
